DED is a similar program to Temporary Protection Status (TPS), under which recipients are protected from deportation and can obtain work permits. Unlike TPS, DED is granted directly by the President instead of the Ministry of Homeland Security.

The new policy postpones deportation of any Venezuelan citizen or non-national foreigner who was last habitually resident in Venezuela and has been in the United States since January 20, 2021.

Guarderas said: “Venezuelans have suffered for a long time and this is one of the greatest humanitarian crises in Latin America in many years. I am glad that the US is ready to help this vulnerable group of immigrants.

Those not protected under the program include:

• Venezuelans who have voluntarily returned to Venezuela or their country of last habitual residence outside the United States
• Venezuelans who have not continuously lived in the United States
• Venezuelans convicted of a crime or two or more offenses
• Venezuelans subject to extradition

The policy provides qualified Venezuelan nationals currently in the United States with 18 months of protection from deportation.
